Africa has more than 1.4-million maternal orphans, the vast majority
being cared for by family members. To be able to care for orphans,
families require financial assistance.
The
child protection system is unable to respond to the large number of
orphans which is evidenced by the decrease in the number of foster child
grants in payment."
The government's Child Support Grant offered to relatives who take care of orphans is meagre, which impel them to formalize the custody arrangement to try to get the Foster Child Grant, which is appreciably higher.
However, there is the problem of the Children's Amendment Bill, which seeks to increase the use of foster child grants for orphans, not being able to keep up with the current figures, hence the inability to cater for supplementary orphans that may attach to the numbers in the near future.
